If you are planning on staying at a Universal Resort for at least three nights, then it almost always makes sense to purchase at least one annual pass (either the Premier or Preferred pass).
The good news is that Universal Orlando does offer some excellent discounts – the bad news is that the vast majority of them require an annual pass in order to get them. However, unlike Disney, the cost of a Universal Annual Pass in some cases more than pays for itself just for the discounts you’ll get, not to mention the access to the parks.
The single best justification for a Universal Annual Pass is the substantial savings you can obtain on Universal Orlando Resorts (Hard Rock Hotel, Royal Pacific Resort, Portofino Bay Hotel and Cabana Bay Beach Resort). You can usually get a minimum of 10% off the rack rate at any of the hotels any time of the year. The discounts are even more substantial during slower periods when the hotels are not routinely full. It’s not at all unusual to find that the hotel savings alone more than justify the cost of an annual pass. Also, keep in mind that as a Universal resort guest, you receive front of the line access on most attractions at both parks by showing your room key. This option alone saves you $50 per day (the current cost of purchasing the express pass separately).
